Pay Range: $29.00 - $34.00 hourly, depending on experience.

Reports to: Director of Organizing, Policy, and Advocacy

Location: Telecommute currently offered with transition to CARECEN’s Los Angeles Office

 

Job Summary

CARECEN is in search of an initiative-driven public policy professional. This position will coordinate policy and legislative efforts in the areas of education equity and immigrant worker’s rights with a priority focus on domestic immigration policy, and refugee-related U.S foreign policy areas. The CARECEN Policy Manager will develop and implement public policy strategies and manage and oversee national, state and local policy efforts to further the organization's vision and mission. The role has supervisory duties for policy and advocacy team members (e.g., Policy Coordinator). This is a full-time position based out of CARECEN’s Los Angeles Office with expected travel to Sacramento, Washington D.C, and some travel abroad as needed.

 

Job Responsibilities/Essential Functions

* Collaborate with the Director of Organizing, Advocacy and Policy to coordinate the development and implementation of a local, state, federal policy, and advocacy agenda on priority issues for CARECEN

* Conduct policy analysis and provide policy recommendations to advance CARECEN’s goals and objectives

* Lead in developing and implementing policy proposals and advocacy agenda on priority issues for CARECEN with a focus on strengthening immigrant and refugee rights and protections in strategic levels of government

* In collaboration with the organizing team execute clear policy objectives and goals within CARECEN’s policy campaigns and advocacy efforts

* Read and interpret legislation, statutes, and administrative code accurately

* Monitor, interpret, and summarize legislative proposals and policies, and regional trends that impact immigrants

* Track political landscape and development in line with CARECEN’s efforts, identifying potential opportunities for strengthening CARECEN’s policy agenda

* Lead in creating and implementing pro-immigrant policies in local, state, federal legislative and budgetary processes

* Build and coordinate strategic working relationships with policymakers, legislators, and key government agencies and provide policy analysis to policymakers and their staff

* Develop and maintain collaboration with immigrant rights networks and organizational partners to advance CARECEN’s policy agenda around immigration reform, education equity, and immigrant worker’s rights (local, state national) as necessary

* Manage direct communications with Congressional staff and members of Congress through the drafting of emails, providing policy analysis briefs, and other content

* Develop and maintain a Congressional interactions database, tracking systems, and advocacy program files

* Develop and guide advocacy strategies (e.g. frequent legislative meetings, legislative visits fly-in events,

in-district town halls engagement, letters and call-in campaigns, Hill briefings, roundtable discussions, lead organizational partners advocacy working spaces etc.)

* In partnership with the organizing team, create relevant educational materials including policy analysis reports, briefing documents, and fact sheets on local/state immigrant and immigration issues for different audiences (e.g. internal for staff, community members, legislators) as needed

* Other duties as assigned by supervisor.

 

Required Skill/Qualifications

* Bachelor’s Degree in political science, public policy or a related field

* At least 2 years of experience in public policy and the legislative field at various levels required

* Experience working with directly impacted immigrant and refugee communities

* Experience writing policy proposals, conducting policy analysis and implementing advocacy strategies

* Comfortable and experienced in fast-paced environment and handling multiple deadlines

* Strong research and writing skills to be able to learn, research, and communicate complex policy issue areas in a fast-paced environment

* Must have the ability to plan, organize, and exercise good judgment with limited supervision to implement CARECEN’s policy plan

* Bilingual and fluent (speaking and writing) in English and Spanish

* Deep understanding of the current immigration political landscape - local, state, national

 

Work Schedule

CARECEN office hours are from 9:00 am to 5:00 pm, Monday – Friday, weekends, and evenings. The work schedule for this position is a 35-hour workweek equaling 7-hour workdays. The position will require work on Saturdays; thus, an alternative schedule will be created and agreed upon. Flexible work from home schedules may be offered. Work is performed in a variety of work settings, including CARECEN’s offices, workspace provided by others, libraries, and other government facilities, among others. 

 

Work Environment & Physical Demands

This job operates in a professional office environment. The position requires the ability to lift files, open filing cabinets, and bend or stand as necessary. Work is performed in a variety of work settings, including a hybrid office and work from home model depending on COVID-19 office policy, CARECEN’s offices, workspace provided by others including community libraries and other government facilities, among others.

 

Travel Requirements

Ability to travel to CARECEN offices, other off-site locations, and with possibilities for travel to Sacramento, Washington D.C., Mileage reimbursement is available. Ability to drive with a valid CA license and a registered vehicle is preferred.
