Job Summary:

The Director of Human Resources and Administration will play a crucial role in managing and enhancing the organization's HR and administrative functions. This position requires a strategic thinker who can oversee HR policies, ensure compliance, and foster a positive and productive work environment. The Director will also handle day-to-day Human Resources (HR) and administrative tasks to support the smooth operation of the nonprofit. This position will directly supervise 3 employees.

 

Job Responsibilities/Essential Functions:

Human Resources

  • Advises management in appropriate resolution of employee relations issues.
  • Manages CARECEN’s relationship with the Union.
  • Keeps up-to-date on changes and updates in employment law.
  • Develops and recommends personnel policies and procedures for inclusion in handbook.
  • Oversees the employee benefits programs including medical dental, life, disability insurance, supplemental medical and 403b.
  • Monitors timely and complete conduct of annual employee evaluations.
  • Tracks employee personal time off.
  • Manages orientation program for welcoming and integrating new employees.
  • Oversees employee recordkeeping including new hires, performance appraisals, employee transfers, separations and exit interviews.
  • Creates and maintains current job descriptions for all employees.
  • Collaborates with Finance for accurate bimonthly payroll.
  • Recruits, interviews, tests and selects employees to fill vacant positions.
  • Responsible for management and employee training programs, in coordination with other management staff.
  • Serves as a liaison for management team and supervises employees on HR issues that affect performance and business relationships.
  • Fosters a workplace environment consistent with the values and vision of the CARECEN.
  • Meets deadlines, prioritizes company assignments and maintains professional composure under pressure and dynamic conditions.
  • Adjusts to new situations encountered on a daily basis and has the ability to learn new duties quickly.
  • Leads conflict resolution and maintains a constructive working relationship with employees at all levels of the organization.
  • Works well with others, both inside and outside of the company.

Administration:

  • Oversee the organization’s administrative functions, including office management and facilities maintenance.
  • Develop and manage the administrative budget.
  • Ensure compliance with all organizational policies and procedures.
  • Coordinate with external vendors and service providers.
  • Assist with the preparation of reports and presentations for the Board of Directors.
  • Support the Executive Director in strategic planning and organizational development.

Our ideal candidate will have the following required skills/qualifications:

  • Bachelor's degree (B. A.) in Business Administration, Organizational Psychology, Communications or related field (Specialized degree in Human Resource Administration and/or professional certification is preferred.)
  • 7-10 years’ experience in progressively responsible roles in Human Resources or Administration
  • At least 3 years’ experience directly supervising a team of direct reports
  • CARECEN will consider qualified candidates with an equivalent combination of education and experience.
  • Strong written and verbal communication skills
  • Ability to think strategically and view organizational challenges on a macro level, with the attention to detail needed to implement proposed solutions
  • Experience providing HR support in a Unionized environment preferred
  • Experience working in a nonprofit organization preferred
  • To perform this job successfully, an individual should have knowledge of Microsoft Word; Microsoft Outlook and internet software.

Classification and Work Schedule:

This is a full-time, exempt position. Office is located at CARECEN’s central Los Angeles headquarters. Office hours of operation are 9:00am to 5:00pm, Monday – Friday, with flexibility required based on the needs of the organization. Exempt employees do not receive overtime compensation, compensatory time off, or additional compensation beyond the salary assigned to the position.
